web-publisher now publishes any branch as -- plus
the moving , and any git tag as a named image (cluster-moby
docs/instances-plan.md §6), so an instance can run any branch of the
repo. The workflow releases on every push; the PR gate is unchanged.

The comment and README no longer say main must be protected: the
publisher has not checked protection since it publishes any push, and
the gate is the owner's choice. Hosts lose the stale .web. part.
This covers what the unmerged gate-optional (#1) changed.
